The title is quoted from Ronald Reagan's speech upon signing the "Child Protection Act" which outlawed several "extreme" types of "pornography" under a smoke-screen of child pornography, but went much further, specifically attacking homoerotic and sado-masochistic themes largely as a reaction to the work of Robert Mapplethorpe. The act was really part of a concerted conservative attack on the National Endowment for the Arts that Reagan was actively involved in defunding.

The image is the official government portrait of Reagan made up of a composite of over 3000 photos from "Sin City Fetish Night" in Vancouver, British Columbia, selected from the over 20,000 I have taken as the official photographer during the first 11 years of the event.
